A range of companies offering list building, most are free to join
although many have the option to upgrade to paying member, many can also
be used for sending advertising out to their members.

There are many traffic exchanges available, here you will find a
selection that I have used, again usually free to join but often with
the option of paid upgrade
Advertising
This section lists a number of advertising companies that you can use
for your advertising campaigns, some free with upgrade options
